PUBLIC PROCUREMENT LAW
Public procurement are set of legal acts by which public contracting authorities (the state,
municipalities, etc.) procure goods, award services or carry out works in accordance with the legally
prescribed procedure. Public procurement thus represents an important part in the operations of
many economic entities that enter into business relations with public contracting authorities.
Namely, public procurement in Slovenia represents about half of the expenditures of the budget of
the Republic of Slovenia.

The regulations on public procurement interfere with contractual relations with the public sector by
specifying the obligatory actions of contracting authorities and tenderers in public procurement. This
is a specific area of law whose regulatory frameworks are EU rules. Professional management of the
field of public procurement law therefore requires special up-to-date monitoring of changes in
legislation (Public Procurement Act, Legal Protection in Public Procurement Procedures Act) the
jurisprudence of the ECJ and the practice of the National Review Commission. Good knowledge of
the listed regulations and case law is therefore crucial for successful competition in public
procurement procedures and their implementation.
