Entry into force of the ''Megalaw''

14 April, 2020

On 10 April 2020, the Intervention Measures to mitigate the effects of the SARS-CoV-2 (COVID-19) infectious disease epidemic on citizens and the economy Act (ZIUZEOP) was published in the Official Gazette of the Republic of Slovenia. In accordance with Article 109 of ZIUZEOP, the respective Act enters into force the day after its publication, meaning that ZIUZEOP has entered into force on Saturday, 11 April 2020.

The effective date, which is an important milestone in connection with many provisions of ZIUZEOP, is thus 11 April 2020. Many provisions of the “Megalaw” are significantly affected by the respective date, namely:
• From 11 April 2020 onwards, compensation for insured persons who are entitled to compensation because of the temporary absence from work due to illness or injury is covered by compulsory health insurance;
• An employer who wishes to claim the right to reimbursement for employees who have been referred to wait for work between 13 March 2020 and 10 April 2020 must submit an electronic application to the Employment Service of Slovenia within 8 days from 11 April 2020;
• From 11 April 2020 on, profit sharing and payment of bonuses for business performance or rewards to management will result in the obligation to repay any assistance received.

In relation to the second point, we would like to highlight that if you have already submitted your application for reimbursement of compensations in accordance with ZIUPPP, which entered into force on 29 March 2020, the Employment Service will assess your application in accordance with the new »Megalaw« (ZIUZEOP).

We stay available for any further questions in connection to the respective topic.
